Her dash is just a fast fly.

Neutral A — a punch, a buck, and a wing slash. The punch does 4% damage, the buck does 6%, and the wing slash does 8%.

Forward Tilt — a fast one-legged kick. 14% damage.

Forward Smash — stands upright and punches a gust of wind forward. Functions like Mega Man's Forward Smash, but has a punch at the start. The punch does 10-16% damage depending on charge, while the gust does 16-20%. Charging also increases the gust's distance and speed.

Down Tilt — Tail sweep. 15% damage and knocks enemies over.

Down Smash — spreads out both wings. 19-26% damage and creates wind to push enemies back.

Up Tilt — an upward kick for 17% damage.

Up Smash — An uppercut with both her arm/foreleg and her outstretched wing. The wing reaches a bit higher than Marth's Up Smash. Both the arm/foreleg and the wing do 17-22% damage.

Dash attack — a flying punch for 21% damage.

Neutral Air — balls up and spins, hitting enemies with her wings. 8 hits for 1-3% damage each hit.

Up Air — Flash kick. Hits twice (one with the leg, and one with the wing) for 10-15% damage each hit.

Forward Air — Punch. Slow startup, but does 25-30% damage and has a meteor effect.

Back Air — sticks her wing backward. 20% damage.

Down Air — darts down head first. Slow startup. 23-30% damage. Buries enemies. It doesn't bounce up when it hits a foe, so if you try to dunk someone with it, you're gonna have a bad time.

Edge attack (fast) — flips forward. 18% damage.

Edge attack (slow) — stretches wing forward. 22% damage.

Floor Attack (front) — stretches wing forward (17% damage) and kicks backward (14% damage).

Floor Attack (back) — spins with her wings stretched and kicks up. 3 hits for 5-8% damage each.

Floor Attack (trip) — Punches to either side of her. 2 hits for 14-18% damage each.

Grab — Holds enemy with teeth.

Pummel — hits opponent with wing. Slightly slow pummel for 3% damage.

Forward Throw — punches opponent forward. 8% damage.

Back Throw — kicks opponent backward. 12-15% damage.

Up Throw — jumps and body slams opponent. 13-17% damage.

Down Throw — stomps opponent. 14-18% damage.

(All neutral specials can be aimed in any direction.)

B — Air Spreader
-Wind Whistler shoots three small gusts of wind in a spread pattern. Each one does 5% damage. Best used at point-blank range, increasing the knockback.

B Custom 1 — Boomerang Wind
-This boomerang's distance goes halfway across Final Destination and the boomerang does 2% damage per frame. For best results, keep a distance between enemies.

B Custom 2 — Wind Blade
-This blade goes the entire length of Final Destination. Upon hitting an enemy, the blade stops and slices the enemy five times. Six hits for 3-4% damage each. Great for breaking shields.

Forward B — Whistler Boost
-Dashes forward and Shoryukens an enemy, providing some horizontal recovery. The Shoryuken also provides some vertical recovery. 4 hits for 3-5% damage each. Don't worry about going off edges. Does not trigger a helpless state, but cannot be used in the air again unless Wind Whistler hits an enemy. Slightly longer range than Captain Falcon's Raptor Boost.

Forward B Custom 1 — Dash Grab
-Wind Whistler dashes a short range forward, grabs an enemy, flies up, and powerbombs him for 22-28% damage. Does not trigger a helpless state. Can be used multiple times in the air without landing or hitting an enemy. Grabbing an enemy can increase the horizontal distance traveled.

Forward B Custom 2 — Deflector Wing
-Wind Whistler hits the enemy with her wing. Deflects projectiles, but knocks enemies backward for 12-15% damage instead of turning them around like Mario's cape.

Up B — Flying Spiral
-Of all Wind Whistler's Up specials, this has the weakest horizontal recovery. She flies upward, hitting enemies for 2-4% damage per frame. Can hit up to 7 times.

Up B Custom 1 — Recoil Wind
-Wind Whistler jumps high one more time, sending a gust of wind downward. When used on the ground, she jumps before sending the gust. The gust does 18-24% damage and has a meteor effect. Does not trigger a helpless state, but can only be used in the air once before landing.

Up B Custom 2 — Super Dash
-A long-distance dash in any direction. Does 35% damage and hits as hard as a smash attack, but very risky as an attack since it can send you off a ledge very easily.

Down B — Flip Jump
-Wind Whistler does an invincible arc jump, bouncing off and dunking (meteor effect) enemies for 15% damage. Press an attack button during the jump for a horizontal diving kick that hits harder and does 20% damage. Does not trigger a helpless state, but can only be used once in the air before landing.

Down B Custom 1 — Counter
-Wind Whistler flashes white, evades any non-grab attack, and dashes through the attacker for 15-26% damage depending on the strength of the attack countered.

Down B Custom 2 — Flash Step
-Functionally the same as Meta Knight's Dimensional Cape, Wind Whistler does a short-range invincible dash, ending with her attacking with her wing. Can be guided in any direction. 20-26% damage.

Final Smash — Gale
-Just like the event in Smash Run. A full-screen wind pushes enemies either left for right for 10 seconds.

Up Taunt — blows a whistle.

Down Taunt — puts on red glasses.

Side Taunt — a wingboner.

Victory Fanfare — "I'll be there right by your side. I'll be there…right by your side."

Victory Pose 1 — backflips and stands upright with her wings spread.

Victory Pose 2 — Same as side taunt.

Lose animation — reads a book.

Alternate costumes: Fizzy, Firefly, Fluttershy, Spitfire, Soarin, Fleetfoot, Derpy, Rainbow Dash, and Masquerade.

Pros: Excellent recovery. Generally fast attacks and long attack range. Can hit hard. Fast speed. 4 jumps.

Cons: Lightweight. Super Dash is very risky as an attack.

Trophy description: Wind Whistler starred in the My Little Pony Movie and the My Little Pony and Friends TV series. Her voice was played by Sarah Partridge. Wind Whistler was an intellectual with a large vocabulary. While often level headed, she sometimes had difficulty understanding others' openly emotional reactions while other ponies were often confused by her verbose speech.
