When Penelope gets sick, she sneezed a lot. Regardless if they're closed or not, they'll pop out a bit. The Nurse usually puts them back in with ease, but it's been happening so frequently — she just stores them away until Penelope is better. Penelope doesn't mind herself since the nurse actually carries her around. She may not be able to see for a while, but if that means getting to be in that position it doesn't seem that bad.
