Imagine Cozy Glow didn't get turned to stone and instead Twilight executed her. This would have been a better punishment since it ensures Cozy Glow has no chance of ever coming back, but then again, this is a kids show, and executing a child would not only scare children, but it would promote child murder. Of course, being turned to stone is somewhat like that, but at least she isn't actually dead.
