Bluebeard and co. are camping out at a bay in Neighpon waiting until the weather clears up and for Baroo to complete reparations to the engine. However they definitely seem out of place as the town is inhabited by Eastern Dragon, Tanuki, Iriomote like Mrs. Hisakawa, Chimera and Asiatic Unicorn.
Though Sunny was brash, she isn't incorrect. The Empress of Neighpon is very Xenophobic. Though her subjects can be supremely kind, it is dangerous to disobey her orders
