Sure it can and has existed. Tribalism is a double edged sword but that doesn't mean you should never use a sword. The problem isn't tribalism, but that people are unable to join the right tribes. They end up used, exploited, cheated, and employed to destroy other healthier tribes. You want a better world, find something that helps people find a tribe that is good for them, and helps them determine which ones are going to bite them in the butt for joining.
