Is Fleur a red hot trophy wife and arm candy? Yes. Is she a smart, talented, member of the Canterlot upper class in her own right? Also yes.
While it might not be ponies first thought, Fleur is indeed with Fancy Pants because she wants to be with him, not because she has anything to gain by being with him, because she doesn't. These two were a match from the start, both enjoying the same general activities, the high class life, and both taking an interest in philanthropy.

Fleur is a high class model, though she came from a wealthy family already this is how she makes most of her bits, she also helps out other models and takes part in just about anything fashionable going on in canterlot.

Fancy Pants is old money, his job is simply making connections and enjoying the benefits of his wealth. His lifestyle can lead to boredom though, always seeing the same ponies doing the same things, so he takes an interest when he sees potential up-and-comers, like Rarity, and uses his social weight to push things around.

Fancy Pants was the first of the two to bring up having kids, and while Fleur was reluctant to take a break from her modeling to go through pregnancy and recovery she wasn't opposed to the idea, she liked the thought of having little foals to dress up and teach manners, so they went ahead with it, with plans for nannies and maids for all that dirty work of course!

Ornate Star came first, then Diamond Deluxe , both take after their parents, enjoying the high class life and all things fashionable.
