A very old commission of my Fallout Equestria OC, Blackout Fedora, that got done by artist Krano Network
(currently the head artist of the Balefire Blues mod for HoI4). All credit to the drawing goes to him.

Brief description:

Painkiller-dependent wander from a faux-stable; most skilled in sniping/gunfighting, and tunnel fighting. Specialises in killing highly dangerous wasteland creatures.

Uses a pipbuck with a faulty SATS spell that briefly slows time to a crawl to allow the expected relexes, but cannot target, hence it relies on user's own skill- 14 seconds total, recharges 1 second every [hour], so must only be used when necessary (he usually uses it to dodge).

Wings are cyborg in nature, and act as limbs to hold and reload guns. Able to withstand AMR recoil.

Extremely basic close combat skills; very likely to lose in melee combat, so tends to avoid it and reposition instead.
