This is the Janitor, or at least that's what everyone calls him. I have no idea what his real name is. He's in charge of a freelance hit crew that operates under the Riding Wasps biker gang. The Janitor's crew steps in to eliminate the gang's enemies, whether it's necessary or just convenient.
