The do not post list is something carried over from the code of derpibooru, which was open source and we have used to make this site. This feature has not been removed from the code, but it is not our endorsement of DNP policies. Currently and for the foreseeable future, there is no DNP program with ponerpics.

That is low priority. It still existing in the code is not a hinderance to anyone that uses ponerpics. I do not mean to be dismissive of your concern, but it is a back burner project at best.
